Study to Assess the Effectiveness and Impact of Government Procurement Awarded to Bumiputera Community – Economic Planning Unit  (EPU)

The Economic Planning Unit is the principal government agency responsible for the preparation of development plans for the nation.


The purpose of the study is to assess the effectiveness and impact of Government procurement awarded to Bumiputera participants in order to achieve the BCIC objectives.


This study reviews the leakages effects and its impacts on the distributive policies and the formation of Bumiputera enterprises. It is the objective of the study to understand the extent of these leakages and surface the issues and problems faced by the Bumiputera participants in achieving the optimal benefits from the projects awarded by the Government.

Four key sectors were reviewed for the above, mainly construction, healthcare, ICT and power supply sectors. Based on the above, a recommended new public procurement model was proposed for implementation to the Government.

  • A new Public Procurement Model supporting the BCIC development consisting:
    – Public Procurement outcomes, measures and key performance indicators supporting relevant BCIC outcome(s)
    – Monitoring process and defined institutional framework to support the development and achievement of relevant BCIC outcomes
  • Special briefing to Minister of Finance / PM, MK2 and all senior officers in MOF on the project outcomes.
